In this paper, the technology of Acceptance Threshold is employed to prevent the database from inflating unreasonably. Meanwhile the conventional algorithm of the certainty factor of the rule antecedent is revised so that the Key Conditions are guaranteed to propagate in the forward-chain reasoning. As a result, the uncertainty problem of the knowledge and evidence can be solved to a considerable degree.
